Lead Insight Issue 1: What Community Organisations Told Us

We are pleased to publish the first issue of Lead Insight, the evidence and learning publication of the Lead to Change Network.


Lead to Change brings together migrant-led and other community organisations across Leicester, Leicestershire and Rutland. The Network was set up after Afro Innovation Group consulted 32 community leaders in June 2026, and held its founding meeting on 3 September 2026 with 20 participants from different organisations.

Lead Insight Issue 1 sets out the priorities members identified:

  • Immigration, welfare and legal support

  • Housing and basic security

  • Wellbeing, isolation and anxiety

  • Community development and fairer resources

  • Community cohesion, culture and participation


A clear message from members is that these challenges are connected. A housing problem can be made worse by welfare delays, immigration uncertainty or a lack of legal advice, so responses need to be joined up.


To take this work forward, the report proposes four Change Labs: Housing and Homelessness; Immigration, Welfare and Access to Advice; Wellbeing and Social Connection; and Community Capacity, Cohesion and Participation.


We are also publishing the Network’s Terms of Reference, which explain how Lead to Change works, who can join and how decisions are made. Membership is free.
